Our Story

When Timothy Powell became involved in consulting over 30 years ago, he had a couple "ah ha" moments. When Tim was working for Blue Cross of California auditing Medicare cost reports, his first training came in the form of manually filling out a cost report using a pencil and a ten key calculator, he said to himself there must be a better way. He got permission to buy one personal computer for Blue Cross. He took the cost report for a large "Home Office" cost report that took a team of auditors two months every year to revise and loaded it onto the newly invented spread sheet software. The result was that the report could now be done by one person in hours rather than a team in a period of months. This was his first "ah ha" moment-technology had power. His next "ah-ha" moment came long before the current "six-sigma" programs and boiled down to the asking the basic question of every thing he worked on-is there a better way to do this? Timothy Powell, CPA has over 30 years of reimbursement experience including working with the “Big 4.” His former clients include McKesson Healthcare, PriceWaterhouseCoopers, and Humana. Tim has written numerous articles on healthcare reimbursement for organizations including the Health Care Financial Management Association. Tim is a regular contributor and member of the editorial board of RAC Monitor.

Tim started his healthcare career the earlier 1980’s working for the largest Medicare Fiscal Intermediary in the country at that time, Blue Cross of California. As a senior auditor, Tim supervised the audits of the largest chain organizations in the country, including American Medical International (Now Tenet Healthcare) and National Medical Enterprises.
Tim went on to start his own public accounting practice focusing on healthcare. As part of the practice, he landed and supervised subcontracts with Aetna and Mutual of Omaha auditing nursing homes across the country.
In the late 1980’s Medicare changed the way they reimbursed teaching hospitals and Tim won contracts with several Medicare Fiscal Intermediaries to perform special audits of hospitals with graduate medical education programs. Using this knowledge, Tim went on to provide consulting services teaching hospitals. This included arguing a number of high profile cases before the Medicare Provider Reimbursement Review Board.

Before reopening his private practice in 2014, Tim also has worked for PriceWaterhouseCoopers as a reimbursement consultant. Tim also ran the advisory practice for a Florida CPA firm that included most of the skilled nursing homes in the state of Florida.
Tim is a licensed CPA in his home state of Florida. He is a recognized expert on regulatory matters including the False Claims Act, Zone Program Integrity Contractor audits, and OIG compliance.
